Permits are required for placing goods, furniture or advertising signboards on the footpath; new or existing food premises and tobacco control; the operation and sale of food from mobile vehicles; cake stalls, bbq’s or a food stall at a festival.

It consists of licensed venues within the city and is supported by Victoria Police, responsible Alcohol Victoria (Liquor Licensing), Vic Roads and the City of Port Phillip
